Claire Vinocur - Partner

Overview

Claire joined GCI as a Partner in January 2025. She has over a decade of experience in political opposition research and corporate intelligence, from state and federal campaigns to investigative due diligence and litigation support.

Prior Experience

Claire began her career at the Democratic National Committee, where she conducted opposition research across two presidential campaign cycles and specialized in campaign finance research, investigations into outside groups, and vetting political and governmental hires and nominees. She also served as a member of the Biden-Harris Transition team, working as the primary researcher for the incoming presidential administration’s slate of health care nominees. 

From 2021 to 2024, Claire was an associate director at a DC-based investigations and intelligence firm, where she focused on investigative due diligence and public policy matters and also co-led the firm’s opposition research practice. She handled complex investigations relating to pre-investment due diligence and activist engagements, from vetting executives and nominees to developing actionable intelligence for clients involved in proxy challenges and shareholder disputes. 

In early 2024, Claire returned to the DNC as a senior advisor for research, managing opposition research for the committee’s first-ever team focused on countering third-party and independent presidential candidates. Her team’s research findings, which ranged from matters of public policy to complex legal issues, contributed to a wide array of news coverage, helping to drive the public narrative around the election and hold opposing candidates accountable.

At GCI, Claire leads complex, in-depth investigations and contributes to the strategic leadership of the firm.

Credentials

Claire holds a B.A. in political science from Carleton College and a master’s in public policy from Harvard Kennedy School.

Claire is licensed as a Private Detective in the District of Columbia (license no. PD40000166).
